    2008/09 Funding Guidance

    Hello

    Can anyone clarify the payment process for SLN Instalments for 08/09?

    The guidance states that "SLN instalments will start to be counted when a learner is deemed to have started" and "a learner is deemed to have started a learning aim once they have remained on that learning aim for the period of time defined in table 3".  For a learner with a planned length of stay greater than 24 weeks this start period is 6 weeks.

    My queries are:

    1.  Would the start date on the ILR be the actual start date of the learner or would it be the date six weeks later?

    2.  If the start date on the ILR is the actual start date, will payments of the SLN instalment automatically begin six weeks after the start date?

    For example, if a learner starts on 1/8/08 would the first payment be generated following the data submission for Period 2?

    hello,

    In my opinion and as far as I know for ER, the start date on the ILR is the date on which funding starts.

    SLN instalment payments are made based on census points between the actual start date and the planned end date. The census points are the end of each calandar month. SLN instalment payments will be made between the start date and six weeks, theorectically a maximum of 3 could be paid. However if the learner is reported that they are not in learning on the 42nd day following their start date all payments made for that learner will be reclaimed from the provider.
